Takakage would be at a 3. He is human, though has some mystic/magical abilities passed through bloodline. With regards to the canon point I'm taking him from, he comes with a 'weapon upgrade' that involves some shinto deity power from Awanagi-no-Mikoto, not sure if that counts as a 4.
